The report of the 19th CPC National Congress expounded Xi Jinping's thought of socialism with Chinese characteristics in the new era. The thought of socialism with Chinese characteristics in the new era is that our party adheres to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "Three Represents", and the scientific development concept, and insists on emancipating the mind, seeking truth from facts, advancing with the times, seeking truth and being pragmatic, Adhering to dialectical materialism and historical materialism, closely integrating the new era conditions and practical requirements, and the result of deepening the understanding, exploration, summarization, and innovation of the law of the communist party's governance, the law of socialist construction, and the law of the development of human society. From the combination of theory and practice, it systematically answers the fundamental questions of what kind of socialism with Chinese characteristics to uphold and develop in the new era and how to uphold and develop socialism with Chinese characteristics.
The report of the 19th National Congress of the Communist Party of China attaches great importance to the rule of law, and the theory of governing the country according to law is richer, with innovation, development and bright spots. Xi Jinping's thought of socialism with Chinese characteristics in the new era is composed of a general task, eight clear and fourteen insistence, all of which contain the theory and thought of comprehensively governing the country according to law.
Comprehensively governing the country according to law is an important part of the thought of socialism with Chinese characteristics in the new era and the basic strategy for adhering to and developing socialism with Chinese characteristics in the new era. The thought of socialism with Chinese characteristics in the new era, on the basis of summarizing the practice and theory of the rule of law since the 18th National Congress of the Communist Party of China, systematically expounds the strategy of comprehensively governing the country according to law, so that our party's theory and thought on the rule of law tend to be perfect and mature.
Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has clearly defined the overall goal and steps to achieve the rule of law in an all-round way. The report of the 19th National Congress of the Communist Party of China pointed out that the overall goal of comprehensively promoting the rule of law is to build a socialist legal system with Chinese characteristics and a socialist country ruled by law. This general goal was put forward for the first time by the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning the Comprehensive Promotion of the Rule of Law" (hereinafter referred to as the "Decision") at the Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China, and the report of the 19th National Congress of the Communist Party of China was once again clarified.
The socialist rule of law system with Chinese characteristics is composed of the five major systems proposed in the "Decision": a complete legal norm system, an efficient rule of law implementation system, a strict rule of law supervision system, a strong rule of law guarantee system, and a complete inner-party legal system.
A socialist country under the rule of law is a country under the rule of law, a government under the rule of law and a society under the rule of law. The report of the 19th National Congress of the Communist Party of China shows for the first time the relationship between a country under the rule of law, a government under the rule of law, a society under the rule of law and China under the rule of law.
The general goal of building a socialist rule of law system with Chinese characteristics and building a socialist country ruled by law is closely related to the general goal of China's modernization drive and constitutes an important part of the general task. Its implementation steps are in line with the overall task of the new era. To uphold and develop socialism with Chinese characteristics, the overall task is to realize socialist modernization and the great rejuvenation of the Chinese nation. On the basis of building a well-off society in an all-round way, we will take two steps to build a prosperous, democratic, civilized, harmonious and beautiful modern socialist country by the middle of the 21st century.
We believe that the new era refers to the 18th CPC National Congress to the middle of the 21st century, that is, 2050. Specifically, it should include three stages: from 2012 to 2020, the decisive stage of building a moderately prosperous society in an all-round way; from 2020 to 2035, the stage of socialist modernization will be basically realized, and a country under the rule of law, a government under the rule of law, and a society under the rule of law will be basically completed; from 2035 to 2050, we will build a prosperous, strong, democratic, civilized, harmonious and beautiful modern socialist country, and realize the modernization of governance system and capacity. Since the rule of law is an important symbol of the modernization of national governance, by 2050, a country under the rule of law, a government under the rule of law, and a society under the rule of law will be fully established.
