National Energy Administration: Ready to restart inland nuclear power plants

"Nuclear power is a problem of technical routes, and the third generation Nuclear power can avoid the problem of Fukushima nuclear power in Tokyo."

In an interview with the "Daily Economic News" reporter, Wang Yumin said that the coastal nuclear power plants are currently the first to be launched, and the inland nuclear power plants will be included in the next five-year plan.

After the Fukushima nuclear accident in Japan, China suspended the construction of all inland nuclear power plants, and the development of the nuclear power industry also fell into a trough. Under the background of the country's vigorous prevention and control of air pollution and the development of non-fossil energy, the development of nuclear power has ushered in a turning point. In January this year, the National Energy Administration issued the "2014 Energy Work Guidance Opinions", which proposed that the approval of key nuclear power projects should be initiated in a timely manner, nuclear power construction in coastal areas should be steadily promoted, and nuclear power plant sites in inland areas should be protected. The policy level once again released the signal of nuclear power speed up.

On March 5, Premier Li Keqiang also pointed out in the government work report that it is necessary to increase the proportion of non-fossil energy power generation and start a number of hydropower and nuclear power projects.

Wang Yumin said that we had discussed the issue of restarting nuclear power for a long time, and finally decided to write the restart of nuclear power into the work report. "Some deputies to the National People's Congress also asked us if inland nuclear power can be started. I said it can be started, but it requires third-generation nuclear power technology and has been tested for a long time." The country has made up its mind to control air pollution, and the Prime Minister's determination can be seen from the government work report.

Some people in the industry said that new nuclear power projects have not yet come out, and even if new projects are started now, there will still be a big gap from the 2020 target.

Regarding the risks of nuclear power plants, Wang Yumin believes that the biggest risk of inland nuclear power is that once an accident occurs, pollutants will remain. "The government wants to develop, but the people do not want to develop, and it will also involve upstream and downstream, cross-basin issues."

Liu Mingkang, a member of the National Committee of the Chinese People's Political Consultative Conference and former chairman of the China Banking Regulatory Commission, said that the restart of nuclear power needs to be carried out carefully, especially inland nuclear power plants.

Wang Yumin said that the people have a process of accepting nuclear power, and they need to work hard and repeatedly. "The next five-year plan is still to develop inland nuclear power."

In fact, in October 2012, the executive meeting of the State Council discussed and passed the "Nuclear Power Safety Plan (2011-2020)" and the "Nuclear Power Medium and Long-term Development Plan (2011-2020)". During the 12th Five-Year Plan period, only a few fully demonstrated nuclear power projects will be arranged along the coast, and no inland nuclear power projects will be arranged.

Since 2013, many heavyweights have clearly expressed their support for inland nuclear power construction and suggested that relevant work should be carried out as soon as possible. Provinces that had stagnated nuclear power development also expressed their demands. The Hunan delegation intends to call for the early start of the construction of inland nuclear power projects such as the Taohua River in the name of the whole delegation.
