According to Xinhua News Agency, on April 18, Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, presided over the first meeting of the new National Energy Commission to study and discuss related strategic issues and major projects in energy development.
Situation
Future energy demand will increase
Li Keqiang said that energy is the foundation and driving force of modernization. In today's world, the political and economic structure has been profoundly adjusted, and the relationship between energy supply and demand has changed profoundly. Energy is still the focus of international politics, finance, and security games. In view of China's low per capita resource level and unreasonable energy structure, we should promote the reform of energy production and consumption mode, improve the level of green, low-carbon and intelligent development of energy, implement energy conservation and emission reduction measures to declare war on haze and other pollution, strengthen ecological and environmental protection, and promote the improvement of air quality.
Li Keqiang said that as a large developing country, China's energy demand will increase in the future with the deepening of the "new four modernization" and the improvement of people's living standards. Based on the country, we must focus on enhancing energy supply capabilities, increase onshore and offshore oil and gas exploration and development, innovate systems and mechanisms, promote the development of unconventional oil and gas resources such as shale gas, shale oil, coalbed methane, and tight gas, and strengthen international cooperation. Maintain energy security in an open pattern and grasp the initiative in development.

Construction of west-to-east power transmission channel to be opened this year
Li Keqiang stressed that a number of major projects should be started at present. This is not only an important measure to stabilize growth and improve energy security capabilities, but also an effective way to adjust the energy structure and transform the development mode. Under the premise of adopting the highest international safety standards and ensuring safety, the construction of new key nuclear power projects in the eastern coastal areas should be launched in due course. On the basis of ecological protection and resettlement, we will start reasonable hydropower projects in an orderly manner. Strengthen the construction of wind and solar power generation bases and supporting power transmission projects. To develop long-distance and large-capacity power transmission technology, this year, we will start construction of a number of "West-to-East Power Transmission" transmission channels using UHV and regular technology as planned.

Li Keqiang pointed out that the key to adjusting the energy structure is to promote the reform of the energy system. It is necessary to liberalize competitive business and encourage all kinds of investment entities to enter the field of energy development in an orderly manner and fair competition. Our energy equipment has a foundation, conditions, and good cost performance. We must promote the "going out" of advanced energy technology and equipment ".
Background
17 nuclear power units are already in operation and 29 are under construction.
Since 1984, China's nuclear energy industry has developed rapidly. At present, China has 17 nuclear power units in commercial operation, with a total installed capacity of 14.7 million kilowatts, and 29 nuclear power units under construction, with a total installed capacity of 30.57 million kilowatts, which has become one of the focuses of global nuclear power development.
"In 2013, China's haze weather hit more than 100 cities, including Beijing, affecting the living environment of more than 0.6 billion of the population, and the severe environmental protection situation is shocking. In the increasingly serious environmental pollution, the transformation of China's energy structure is imminent." On April 17, Wu Xiujiang, Secretary of the Party committee of China nuclear power, said, "as one of the new forces of clean energy, China's nuclear power will undertake the mission of contributing safe and efficient nuclear power to the society and creating a clean and low-carbon life for the public."
According to reports, in 2013, the nuclear power units of China's nuclear power generated 51.297 billion kilowatt-hours of electricity throughout the year, which is equivalent to reducing carbon dioxide emissions by 55 million tons, and the environmental benefits are equivalent to planting a forest in Beijing.
After the Fukushima nuclear accident in Japan in 2011, China Nuclear Power proposed 76 improvement projects for operating nuclear power plants and 26 improvement projects for nuclear power projects under construction.
It is reported that 12 nuclear power units, including Zhejiang Sanmen and Fujian Fuqing, which are controlled by China Nuclear Power, are under construction, with an installed capacity of 12.532 million kilowatts. After completion, they will make new contributions to my country's energy structure adjustment and air pollution prevention.
Zhang Huazhu, chairman of the China Nuclear Energy Industry Association, said that by 2020, my country's installed nuclear power capacity in service and under construction will reach 88 million kilowatts. Nuclear energy companies must make greater contributions to improving my country's energy structure, addressing climate change and air pollution prevention.
