National Energy Administration encourages private enterprises to enter major nuclear power projects

The National Energy Administration said yesterday that in order to promote the smooth implementation of major nuclear power projects, the Nuclear Power Department of the Energy Administration started the application of special projects in 2015. The declaration work will further tilt towards areas where the market mechanism cannot fully play its role, and encourage small and medium-sized enterprises and private enterprises to participate in major projects.
"All along, these projects are in the hands of the central enterprises." Qian Jihui, former dean of the Nuclear Power Research Institute of China National Nuclear Corporation, told a reporter from China Business News that China has more than a dozen major projects, and nuclear energy accounts for two. They are the national nuclear power-led CAP1400 and the high-temperature gas-cooled reactor studied by Tsinghua University.
Qian Jihui said that the relevant orders for these two major projects have basically been booked. However, he said that it is still a good thing for the state to encourage small and medium-sized enterprises and private enterprises to participate in major projects.
According to the news, the project project will be based on the overall implementation plan of major nuclear power projects approved by the State Council and the "Twelfth Five-Year" implementation plan, and the task undertaking units will be selected on the basis of merit.
Qian Jihui told our reporter that since the restart of nuclear power in October 2012, the construction of domestic nuclear power projects is accelerating. Affected by the aftermath of the Fukushima nuclear power accident in Japan, China has maintained a cautious attitude towards the development of nuclear power in the past year or so, but the nuclear power industry is an important part of China's energy industry, and the central government has always attached importance to it.
China's nuclear power generation last year was 87.4 billion kwh, accounting for 1.85 percent of the country's total power generation, a year-on-year increase of 16.9 percent. However, compared with 15% ~ 17% of the world's nuclear power plant installed capacity, there is still much room for improvement.
The medium-and long-term goal of nuclear power put forward by the Chinese Academy of Engineering's "Research on Medium-and Long-term Energy (2030, 2050) Development Strategy" is: the total installed capacity of nuclear power will reach 70 million kilowatts by 2020, and the installed capacity of nuclear power will account for 4.6 of the total installed capacity of electric power; 0.2 billion kilowatts by 2030, the installed capacity of nuclear power will account for 10% of the total installed capacity of electric power. 0.4 billion kilowatts in 2050.
Jian Jingwen, deputy director of the Equipment Department of the State Nuclear Power Technology Corporation (hereinafter referred to as "State Nuclear Power"), said at a related forum in September this year that according to the 2030 nuclear power installed capacity requirements set by the national nuclear development plan, nearly 200 units are needed. According to this calculation, during the "Twelfth Five-Year Plan" period, 4-6 new nuclear power units will be approved each year, and during the "Thirteenth Five-Year Plan" period, it can increase to 6-8 units per year, and 10 units will be steadily added each year after 2020.
Technical capability and equipment level has been one of the major problems restricting the development of nuclear power in China. Tang Zide, a national nuclear power expert, told our reporter that at present, the three-generation pressurized water reactor nuclear power under construction in the world mainly includes AP1000 in the United States and ERP in France. Among them, there are two main types of AP1000 and its improved models, namely, the CAP1400 dominated by national nuclear power and the ACPR1000 represented by CNNC and CGNPC. On the basis of the introduction of foreign technology, the localization rate of both has been improved.
Jian Jingwen said at the above-mentioned forum that in the AP1000 project under construction, the localization rate of the unit located in Haiyang has reached 70%, and its steam generator, shielded motor main pump, reactor pressure vessel, reactor internals drive mechanism and other equipment are under development. Production is expected to be delivered by the end of this year or early next year.
An insider of China Power Investment told our reporter that the nuclear power project involves too many fields, and it is impossible to rely on one or two companies to complete it. He means that in the face of these major projects, small and medium-sized enterprises and private enterprises have some opportunities.
