Prior to this, Argentina has already discussed with other nuclear power powers on the cooperation of the nuclear power plant.

Competition for the Argentine nuclear power market
A person familiar with the nuclear power company told the "China Business News" on the 20th that the nuclear power cooperation between China and Argentina in Argentina this time is mainly the fourth nuclear power plant expanded by the Argentine side. The Chinese company involved in the nuclear power plant is China National Nuclear Corporation (CNNC).
According to news from the Economic and Commercial Office of the Chinese Embassy in Argentina, in 2013, the Argentine government decided to build a fourth nuclear power plant, including two units of different reactor types. The first unit adopts CANDU heavy water reactor technology, which continues its existing domestic nuclear power technology; the second unit adopts pressurized water reactor technology. The Argentine government plans to cooperate with Canada or China on the first unit.
Public reports show that Canada's Candu Company intends to participate in the construction of the above-mentioned nuclear power plant in Argentina with CNNC. The Qinshan Nuclear Power Plant under CNNC has two nuclear power units using heavy water reactor technology imported from Candu of Canada. In terms of cooperation, Canada has the technology and China has the capital.
CNNC said in 2010 that it was interested in helping build Argentina's fourth nuclear power plant. Sun Qin, chairman of CNNC, said in March this year that CNNC would focus on the Argentine market. The proposed nuclear power plant will cost more than $3 billion to build and is expected to start construction in 2016.
In addition to China Nuclear, nuclear power companies in the United States, France, Russia and other countries have expressed interest in bidding for the Argentine nuclear power plant project. When Russian President Vladimir Putin visited Argentina on the 12th, the two sides also signed a series of cooperation agreements on nuclear energy development. According to the agreement, the two sides will increase the development and utilization of civil nuclear energy. Russia will help the Arab side build civil nuclear power facilities and strengthen cooperation in nuclear technology development.
Wen Hongjun, former director of the Economic Professional Committee of the China Nuclear Power Society, told this reporter: "China has already signed a similar agreement in 2012. CNNC has done a lot of work in this area, and some agreements have been signed in the middle."
China's nuclear power going out
Xi Jinping has already promoted China's cooperation with relevant countries in the field of nuclear energy during his European trip in March this year. Under his witness, China General Nuclear Power Group (hereinafter referred to as "China General Nuclear Power") and EDF signed a cooperation agreement in Paris.
Since then, during Chinese Premier Li Keqiang's visit to the UK in June, China and the UK signed a joint statement on nuclear power and other fields. The British side welcomes Chinese enterprises to continue to invest in nuclear power, high-speed rail and other projects in the UK. "China Business News" learned from nuclear power companies that during this period, China's three major nuclear power companies signed a memorandum of cooperation with local nuclear power companies.
In addition, China also reached an intention to cooperate with Romania in the development of the Chernavod nuclear power plant in November 2013. It coincided with Li Keqiang's visit to Romania. Half a year later, local Romanian media quoted Deputy Prime Minister Dragnea as saying that the Industrial and Commercial Bank of China had agreed to provide financing for the construction of two nuclear power units in Chernavod.
According to the data of the 2014 National Energy Work Conference, until 2013, China's nuclear power has achieved the only achievements in "going out": the construction of units 2 and 3 of Pakistan's Karachi nuclear power plant undertaken by China Nuclear Power started; China General Nuclear Power and Romania reached a cooperation in the development of Chernavod Nuclear Power Plant Unit 3 and Unit 4 intention.
Wen Hongjun told the newspaper that China has an advantage in competing for the construction of nuclear power projects in Argentina. First, China's nuclear power technology has economic advantages, and the technology meets safety standards; second, it can help Argentina in nuclear fuel production. However, he said that China will also have difficulties in winning the Argentina project.

Miao Deming, chief engineer of Shanghai Electric's nuclear power department, pointed out at the forum at that time that nuclear power going out was mainly due to the need of industrial expansion. Miao Deming concluded that there are probably three forms for manufacturing groups to participate in the supply of foreign equipment: first, domestic nuclear power companies take foreign projects, and then domestic manufacturing enterprises subcontract; second, domestic nuclear power companies and manufacturing groups jointly take foreign projects, and manufacturing group enterprises give priority to manufacturing; Third, foreign nuclear power companies undertake foreign projects and subcontract some equipment to domestic enterprises.
No matter which form is adopted, Miao Deming said that domestic manufacturing enterprises are in a subordinate and late-comer position. In other words, the only choice for the equipment group at present is to keep up with the situation, judge the opportunity, do a good job in supporting role, and do not seek temporary benefit distribution with domestic nuclear power companies.
