"Inland nuclear power project construction will usher in a new dawn." Tan Jiansheng, deputy general manager of China General Nuclear Power Group, said at the "2014 Guizhou Province Clean Energy Development Conference" held on the 10th.
A reporter from the Shanghai Securities News learned that on the 10th, China General Nuclear Power Group signed an investment intention agreement with the Guizhou Provincial Development and Reform Commission and the Energy Bureau to invest 38 billion billion yuan to build two nuclear power plants in Tongren, Guizhou and other places from 2014 to 2020. Among them, Tongren Nuclear Power Station, with a total investment of 35 billion yuan, is two 1.25 million-kilowatt nuclear power plants, which will be selected in Dejiang, Sinan and Yanhe counties. At present, the report on the general election of the site has been reviewed by experts. The other project is two 100000-kilowatt small reactor nuclear power plants with a total investment of 3 billion yuan. They will be selected in Xingyi, Zhenning, Yuping and other places. It is reported that the "Guizhou Nuclear Power Small Reactor Nuclear Power Project Plan" has been completed.
The development of nuclear power is an important part of my country's energy security strategy. At the same time, the nuclear energy industry will also play an important role in the overall pattern of my country's economic development and transformation and upgrading. In April this year, Premier Li Keqiang of the State Council proposed at a meeting of the National Energy Commission that "the construction of new key nuclear power projects should be launched in the eastern coastal areas in due course." A new round of rapid development of China's nuclear energy industry set the tone. On June 13, President Xi Jinping proposed at the meeting of the Central Finance and Economics Leading Group, "Under the premise of adopting the highest international safety standards and ensuring safety, we should promptly start the construction of new nuclear power projects in the eastern coastal areas." From "timely" to "grasp" evolution, the central level of the attitude has been clear.
And the call for the start of inland nuclear power has not stopped. At the National Two Sessions in the past two years, the central provinces of Jiangxi, Hunan, and Hubei, where nuclear power projects have progressed rapidly, all submitted relevant suggestions and proposals for restarting inland nuclear power projects. In March this year, the Jiangxi provincial government held an executive meeting to emphasize the need to "pay close attention to the country's inland nuclear power policy, follow up and promote the Pengze nuclear power project"; in May, the Jiangxi Provincial Development and Reform Commission held a press conference on the medium-and long-term Development Plan of Jiangxi Electric Power. Put forward the goal of "striving to put into operation a nuclear power unit in 2020.
"Guizhou Province is an inland province. According to the current national nuclear power development policy, it may take some time for the nuclear power reactor project to start, but full preparatory work will undoubtedly lay a good foundation for the smooth start of inland nuclear power in the future." Tan Jiansheng said that the country has recently held many meetings to deploy my country's energy development and innovation work, so that the construction of inland nuclear power projects will usher in a new dawn.
According to reports, as early as 2009, the Guizhou provincial government signed a "Cooperation Framework Agreement" with CGN, and successively completed the planning, site selection and universal election of large-scale nuclear power commercial reactors in Guizhou Province. According to the requirements of the energy cooperation deepening agreement signed by the two sides in 2013, the planning and site selection and expert review of nuclear power commercial small reactors have been carried out and completed, and the general election of small reactors is planned to be completed within the year.
The re-acceleration of China's nuclear industry has brought huge imagination. According to the plan, new nuclear power projects of about 40 million kilowatts still need to be approved and started in the next seven years to reach the target of 58 million kilowatts in operation and 30 million kilowatts under construction in 2020. Based on the unit investment of nuclear power plants of 13000 yuan/kilowatt, if 50% of the installed capacity under construction is delivered, the total investment of nuclear power equipment is estimated to reach 324.5 billion yuan in the next 7 years. If the localization rate is calculated at 80%, the total capacity of the domestic nuclear power equipment market will reach 306.8 billion yuan. With the scale already established this year, the total capacity of the domestic nuclear power equipment market will exceed 380 billion yuan by 2020.
