"On the premise of adopting the highest international safety standards and ensuring safety, we will promptly start the construction of new nuclear power projects in the eastern coastal areas." On June 13, President Xi Jinping, head of the Central Financial and Economic leading Group, presided over the sixth meeting of the Central Financial and Economic leading Group to study China's energy security strategy.
Xi Jinping put forward five requirements on promoting energy production and consumption revolution, including promoting energy consumption revolution, curbing unreasonable energy consumption, promoting energy supply revolution, and establishing a diversified supply system.
In addition, a reporter from the Daily Economic News learned that recently, Wu Xinxiong, director of the State Energy Administration, presided over an office meeting of directors to study and deploy key tasks to be highlighted in the near future, including the formulation of China's Energy Security Strategy; organize and implement the work Plan for strengthening the Prevention and Control of Air pollution in the Energy Industry. We will focus on the implementation of 127 major projects in five areas, including increasing the supply of external electricity, ensuring the supply of natural gas, developing nuclear power and renewable energy, and supplying the country's five oil products in advance.
Developing an energy security strategy
In his important speech, Xi Jinping stressed that in the face of the new changes in the pattern of energy supply and demand and the new trend of international energy development, to ensure national energy security, we must promote the revolution of energy production and consumption.
According to the "2013 Domestic and Foreign Oil and Gas Industry Development Report" released earlier this year, in 2013, my country's natural gas imports increased by 25% year-on-year to 53 billion cubic meters, and the degree of dependence on natural gas exceeded 30% for the first time, reaching 31.6 percent. At the same time, China's dependence on foreign oil is close to 60%. In 2013, China's apparent consumption of oil and crude oil reached 0.498 billion tons and 0.487 billion tons respectively, an increase of 1.7 percent and 2.8 percent respectively over the same period last year, and the degree of dependence on foreign oil was 58.1 percent, basically the same as the previous year.
The meeting heard the report of the National Energy Administration on my country's energy security strategy, and the members of the leading group discussed it. Xi Jinping put forward five requirements on promoting energy production and consumption revolution. First, promote the energy consumption revolution and curb unreasonable energy consumption. We will resolutely control the total amount of energy consumption, effectively implement the policy of giving priority to energy conservation, run energy conservation through the whole process and all fields of economic and social development, firmly adjust the industrial structure, attach great importance to energy conservation in urbanization, and establish a consumption concept of diligence and thrift. We will speed up the formation of an energy-saving society. Second, promote the energy supply revolution and establish a diversified supply system. Based on the domestic diversified supply to ensure safety, vigorously promote the clean and efficient use of coal, focus on the development of non-coal energy, form a multi-wheel drive energy supply system of coal, oil, gas, nuclear, new energy, and renewable energy, and simultaneously strengthen the energy transmission and distribution network And the construction of storage facilities. Third, promote the energy technology revolution and promote industrial upgrading. Based on my country's national conditions, keep up with the new trend of the international energy technology revolution, take green and low-carbon as the direction, classify and promote technological innovation, industrial innovation, and business model innovation, and closely integrate with high and new technologies in other fields, and cultivate energy technology and its related industries A new growth point that drives my country's industrial upgrading. Fourth, promote the revolution of the energy system and open up the fast lane of energy development. Unswervingly promote reforms, restore the attributes of energy commodities, build an effective competitive market structure and market system, form a mechanism that mainly determines energy prices by the market, transform the government's energy supervision method, and establish a sound energy legal system. Fifth, strengthen international cooperation on all fronts to achieve energy security under open conditions. Under the premise of being mainly based on domestic conditions, strengthen international cooperation in all aspects involved in the energy production and consumption revolution, and effectively use international resources.
Eastern nuclear power to restart soon
The start of the nuclear power project in the east is about to enter the countdown state.
At the end of April this year, Premier Li Keqiang presided over the first meeting of the new National Energy Commission. At this meeting, relevant strategic issues and major projects in energy development were studied and discussed. There are mainly two core topics-nuclear power and UHV.
At the meeting at that time, it was determined that the keynote for nuclear power construction was to start only eastern coastal projects. For inland nuclear power plants, the attitude of not arranging inland nuclear power projects during the "Twelfth Five-Year Plan" period was maintained. The meeting of the Central Financial and Economic Leading Group It only means that the eastern region will start nuclear power projects.
After long-term development, China has become the world's largest energy producer and consumer, forming an energy supply system with comprehensive development of coal, electricity, oil, natural gas, new energy and renewable energy.
In the current situation of increasing downward pressure on the economy, the state will start construction of a number of major energy projects such as nuclear power, UHV transmission, solar power generation bases, and large hydropower stations.
Liu Qiang, a new energy expert at the Chinese Academy of Social Sciences, said in an interview with the Daily Economic News, "in fact, the development of nuclear energy is a substitute for coal energy. Considering the actual situation of China's current economic development, the dilemma of China's nuclear power development is not very big."
Premier Li Keqiang said at a meeting of the Energy Commission that a number of major projects will be started at present. "Under the premise of adopting the highest international safety standards and ensuring safety, the construction of new key nuclear power projects should be launched in the eastern coastal areas in due course."
Although China's energy development has made great achievements, it is also facing the problem of huge pressure on energy demand. At present, the energy demand in the eastern part of my country is strong. While natural gas and other new energy sources are gradually replacing traditional energy sources such as coal, now is the best time to develop nuclear power.
According to the reporter of ''Daily Economic News'', most of my country's nuclear power plants are distributed in the eastern coastal areas, because there is no need to worry about water sources when building nuclear power plants here. During the power generation process of nuclear power plants, a large amount of energy will be discharged in the form of heat and enough cooling water is needed. This is more from a safety perspective.
