Nuclear power restart accelerated into the substantive operation period

Yesterday, the reporter learned from the official website of the Ministry of Environmental Protection that in the past week, two nuclear power projects have been approved for environmental protection. They are Tianwan Nuclear Power Plant Unit 3 and Unit 4 (site selection stage) and Qinshan Nuclear Power Plant. Flood prevention project.

According to the reporter's statistics, since August this year, at least one nuclear power technological transformation or new construction project has been approved for environmental protection every month. On August 15, the Ningde Nuclear Power Plant Unit 1 and Unit 2 projects received environmental approval; on September 23, the Ling'ao Nuclear Power Plant Unit 1 and Unit 2 18-month fuel cycle project, and the Qinshan Second Nuclear Power Plant Unit 1 and Unit 2 The fuel cycle project also received environmental approval; on October 15, the Hongyanhe Nuclear Power Plant Unit 1 and Unit 2 projects received environmental approval.

In October, the policy to support the development of nuclear power entered a period of intensive release. The "Twelfth Five-Year Plan for Nuclear Safety and Radioactive Pollution Prevention and Control and the 2020 Long-term Goals", the "China's Energy Policy (2012)" white paper and other policies to guide the development of nuclear power have been introduced one after another, and they have put forward the need to steadily promote the safety and sustainable development of nuclear power Opinions. Also in October, the executive meeting of the State Council directly pointed out that it is necessary to steadily resume the normal construction of nuclear power.

The pace of nuclear power environmental approval in November has accelerated significantly. Recently, two nuclear power projects were approved in just one week. The Tianwan Nuclear Power Plant Units 3 and 4, which were approved for environmental protection on November 23, are regarded by the industry as the first newly-built units approved after the restart of nuclear power. Another media reported that the project is expected to start at the end of this year.

According to Lin Boqiang, director of the China Energy Economic Research Center of Xiamen University, most of the above-mentioned nuclear power approval projects were shelved when the suspension of nuclear power was announced last year. After environmental protection approval, new nuclear power projects will soon enter the substantive construction phase.

However, it is because of the "safety" problem that nuclear power restart has become more and more cautious. On the eve of the restart, the government has repeatedly emphasized "safe production". The white paper "China's Energy Policy (2012)" pointed out that "nuclear safety is the lifeline of nuclear power development, and nuclear power must be developed safely and efficiently". It is also reported that during this period, the environmental audit process of nuclear power projects has become more stringent. The reporter also found on the official website of the Ministry of Environmental Protection that many of the projects approved by environmental protection in recent months are about technological transformation or enhancing the disaster resistance of nuclear power plants.

Industry insiders generally believe that my country's nuclear power development has great potential. At present, 15 nuclear power units have been put into operation with an installed capacity of 12.54 million kilowatts. By 2015, China's installed nuclear power capacity will reach 40 million kilowatts. It can be seen that in the next three years, China's nuclear power as a whole will enter the fast track.

"Because nuclear power is cheaper, more stable, and cleaner than solar and wind energy, many power grids are rushing to get it." Lin Boqiang said.
