Shidao Bay Nuclear Power Station Approved to Start China's Nuclear Power Industry Restart

On December 4, the National Nuclear Safety Administration issued the "Notice on Approving the Issuance of Huaneng Shandong Shidao Bay Nuclear Power Plant High Temperature Gas-cooled Reactor Nuclear Power Plant Demonstration Project Construction License." As a result, the Ishima Bay Nuclear Power Plant became the first nuclear power project in China to be approved to start construction after the Fukushima nuclear accident in Japan.

The Shidao Bay Nuclear Power Station project is the world's first high-temperature gas-cooled reactor demonstration power station with the safety characteristics of the fourth-generation nuclear energy system, and it is also the first nuclear power project approved in China during the "Twelfth Five-Year Plan. The project is jointly constructed and operated by Huaneng Group, CNNC and Tsinghua University with an investment ratio of 47.5, 32.5 and 20% respectively. The first phase of the project will build a 1 × 200000 kilowatt high-temperature gas-cooled reactor nuclear power unit with an investment of about 3 billion yuan.

In accordance with the Regulations on the Safety Supervision and Administration of the People's Republic of China Civil Nuclear Facilities and its implementation rules, the State Nuclear Safety Administration examined the application documents for the construction license of the demonstration project of the high-temperature gas-cooled reactor nuclear power plant of Huaneng Shandong Shidaowan Nuclear Power Plant and conducted an inspection of the site.

After document review and on-site inspection, the National Nuclear Safety Administration believes that the construction application for the demonstration project of the high-temperature gas-cooled reactor nuclear power plant of Huaneng Shandong Shidao Bay Nuclear Power Plant and the activities related to nuclear safety meet the basic requirements of nuclear safety regulations and have met the construction conditions. As a result, the National Nuclear Safety Administration decided to issue the "Huaneng Shandong Shidao Bay Nuclear Power Plant High Temperature Gas-cooled Reactor Nuclear Power Plant Demonstration Project Construction License" and proposed the construction license conditions.

On December 3, the National Nuclear Safety Administration's supervision and inspection of the nuclear island site preparations for the Huaneng Shandong Shidao Bay Nuclear Power Plant High Temperature Gas-cooled Reactor Nuclear Power Plant Demonstration Project showed that the project has basically met the conditions for pouring the first tank of concrete on the nuclear island foundation. The National Nuclear Safety Administration approved the first pot of concrete for the foundation of the nuclear island of the demonstration project of the high-temperature gas-cooled reactor nuclear power plant. However, the relevant person in charge of the Shidao Bay Nuclear Power Plant said that when the nuclear power plant will officially start, there is no conclusion yet.

The relevant person in charge of the Shidao Bay Nuclear Power Station introduced that as early as 2005, the project began preliminary demonstration and site selection, and the preparation time was as long as 7 years. The Shidao Bay nuclear power plant, which is about to be built, is of great significance to the global nuclear power industry. It is the first attempt to commercialize the fourth generation nuclear power technology. Once the demonstration project is successful, it can be popularized and replicated at home and abroad in the future.

On March 1, 2011, Shandong Rongcheng Shidao Bay Nuclear Power Station, which has been in preparation for 7 years, passed the approval of the State Council, and construction is about to start. But 10 days later, the Fukushima nuclear accident triggered by Japan's magnitude 9 earthquake left the project full of unknowns.

The Shidao Bay Nuclear Power Station is the first nuclear power project approved during China's "Twelfth Five-Year Plan" period. The approval of this project means that my country has restarted the nuclear power industry.
